Are the center bore measurements the same on all small utility trailers? The one in my cart is 3.19 inch. Item AM3S160. Thanks

No, the center bore measurements on all small utility trailers will not be the same. There are a number of factors that can play a role. That being said, if the correct tire and wheel size for your trailer is a 13" wheel, with a 5 on 4-1/2 bolt pattern and ST175/80D13 tires like the # AM3S160 you mentioned, then the 3.19" bore is almost certainly correct. All of the bias tires with that size wheel and bolt-pattern that we carry have the same 3.19" pilot hole.
The only way to be 100% certain would be to measure your center bore. The easiest way to do that is using a set of digital calipers like the # PTW80157.
