Is The Charge Line Required For 7-Way To Power Curt Echo When Upgrading 4-Way To 7-Way?

I have a 2012 Toyota Highlander with a 4-flat connector. I would like to pull a trailer with trailer brakes. I like the Curt Echo Bluetooth brake controller and could use a 4flat to 7blade adapter, but do I need 12V power to the Echo, as would normally be found in a 7-blade connection? Thank you.
