The Optronics LED Submersible Multifunction Trailer Light # STL8RB that you referenced is a right-hand light and does not include the clear down-facing lens for illuminating your license plate. However, the matching left-hand light from Optronics, part # STL9RB, does include this function.
Please refer to the linked photo which shows the underside of part # STL9RB.
We also offer a rustproof polymer License Plate Mount Bracket, part # LP10SB from Optronics, to allow installation of both the left-hand light fixture and license plate.
