To haul a mobility scooter with your 2017 Toyota Prius Prime you're going to need a hitch with a 2" receiver. I recommend the EcoHitch Stealth Trailer Hitch item # 306-X7369. This hitch is custom fit and bolts to your Prius with included hardware. It has a 300 lbs tongue weight capacity which is our strongest option for your car.
I have linked a picture below that will show you what this hitch looks like once installed.
For a lightweight carrier that you can transport your mobility scooter in, I recommend the Flint Hill Goods 29" x 50" Cargo Carrier w Ramp item # FHG67ZR. This carrier is made of aluminum and weighs only 54 lbs. It measures 50" long x 29-1/2" wide x 8-3/4" tall and fits a 2" hitch.
