The MaxxFan Deluxe Roof Vent w/ 12V Fan # MA00-07500K only pulls 5 amps so you would be fine with 16 to 14 gauge wire. I've tapped into a light fixture numerous times for power but you could run into an issue if you had too many lights on that one fused line. Most likely the lights are all ran to the same fuse so if they're incandescent you could end up pulling too many amps adding in the vent and blow the fuse. If you have LED's then you'd most likely be fine since they typically pull about 1/4 of an amp.
You could swap out the fuse for a higher amperage rating but you'd then also need to check the wire gauge for everything on that fuse to ensure that its rated higher than the new fuse. At this point it would most likely be easier to just run a new line for power though.
You'll want to use some butt connectors # DW05714 to complete your connection, the electrical wing nuts most people use can come loose on braided wire and cause you issues down the road. You'll also want to pick up two tubes of self-leveling sealant # 34427034145-1 and a roll of butyl tape # AL28FJ to form a watertight seal between the mounting flange and roof. I've attached one of my videos below where I'll go over the installation process step by step.
