Replacement Clamp for Thule Raceway Platform Bike Rack

Question:
i have a the thule raceway platform 2 9003 one of the bike clam that locks the bike is broken you can tigthen and loosen it but when you put the lock is not holding it it can be loose . what do you think the problem the clamp or the locking system
