The LED Trailer Clearance or Side Marker Light # 328-K-52 has the openings as it is not designed to be a submersible light. While is is possible for water and moisture to get inside the lens the openings also allow for the moisture to get out. The hole is on the bottom as water is going to typically run down and not up into the lens unless it is completely submersed in water.
We do have submersible lights like the Optronics # MCL13R2B which is fully sealed off. This will not offer a replacement lens option like the light above and would need to be completely replaced when damaged.
