With the tow bar e547zr self leveling would I still need a rise hitch if there is a 12” difference between my jeep off road bumper hitch points and my MH bummer hitch?

The etrailer SD Non-Binding Tow Bar for Blue Ox Base Plates # e47ZR only provides a few inches of adjustment, so in your case where you have a 12" difference you would need to use a high/low adapter. Just to be clear this tow bar isn't designed to connect to the D-Rings on your bumper and is supposed to connect to a baseplate like the # BX1137 that I recommended to you before. You would need to first install the baseplate to get an accurate measurement of where the baseplate arms sit compared to the motorhome trailer hitch to get the correct high/low adapter.

If you were wanting to tow from the bumper D-Rings you would need to first reach out to the manufacturer and confirm that it's rated to flat tow. If so then you could use an adapter that fits the thickness of the D-Rings like the 3/4" # RM-035 or 1" # RM-035-1. If you use these adapters you would need to use a Roadmaster tow bar like the Falcon All Terrain # RM-522.
