can I spray the magnets with brake cleaner and still expect them to be useable?

Yes, you can clean the trailer brake magnets and other components on the Dexter Nev-R-Adjust Electric Trailer Brake Kit # K23-478-479 with brake cleaner. Be sure to dry the surfaces before reassembly.
