What base plate do I need for a 95 Geo Tracker?

You will need the Roadmaster Standard Base Plate Kit, item # 118-1, or the Roadmaster XL Base Plate Kit, item # 118-3, for your 1995 Geo Tracker.
If you will not be towing the vehicle often I would recommend the standard base plate kit but if you are planning on towing more often then I would recommend the XL base plates with one of the nicer tow bars for convenience.
Along with the base plate kit you will need a tow bar and wiring for the towed vehicles taillights. With the Standard and XL base plate kit you can use any of the Roadmaster tow bars. If you will be towing frequently I would recommend the Falcon 2 or Falcon All Terrain, part # RM-520, # RM-522, because of the convenience they provide and if you will only be towing once or twice a year you could use the RoadMaster StowMaster, part # RM-501.
You will also need lighting. You can use a magnetic towing light kit such as the Magnetic Towing Light Kit, part # RM-2120. You will need safety cables along with this kit, part # RM-645.
And finally, most states now require supplemental braking on the vehicle being flat towed. One of the easiest systems to set up and use is the Even Brake proportional system # RM-9400. It will apply the Ram brakes in proportion to how much the tow vehicle is braking. This is the easiest way to stop and it reduces wear and tear on both vehicles.
