Took the battery out put it on a trickle charge for 24 hours put it back.the batteries only a year old I’m wondering how I can manually get the jacks up so I could take it in to a shop. I can hear their try something trying to work. I’m in the driver seat and can hear a humming noise when I push the buttons but the jacks won’t retract?

Typically when the Lippert Ground Control 3.0 Electric 5th Wheel RV Leveling System # LC358590 is malfunctioning it just needs a Zero Point Calibration Reset. It sounds to me like you may have already done this though so the next step is to check the power and ground to ensure that the system has what it needs to properly function.
When I spoke to Lippert in the past their tech stated that the system requires 12.75v to properly operate. I recommend checking the controller with a multimeter # PT89ZR and then working your way around to the other components (jacks, sensor, etc.) and ensuring each component is getting enough power. Make sure that you have proper connection to the frame of the trailer for the grounds and that there isn't any rust or corrosion build up that could interfere.
If you have the hydraulic Level Up system then you'd also want to begin checking the hydraulic lines for any leaks and ensure that the pump is receiving enough power to properly operate.
In my experience here 9 times of 10 the cause is always a weak/low battery.
