I checked with Curt and am happy to confirm that the Curt Trailer Hitch item # 13357 does fit all of the 2004 Ford F-150's without a factory hitch installed. You will just need to lower the exhaust to access the pre-drilled holes in your trucks frame. This hitch does not require any drilling whatsoever to install. It attaches to your F-150 with included hardware.
The Curt Trailer Hitch item # 13357 is a class III hitch, with a 2" receiver, that is made in the USA. It has a 6,000 lbs towing capacity, and a 600 lbs maximum tongue weight that can be increased to 10,000 lbs and 1,000 lbs when used with a weight distribution system.
I have linked the instructions below for you to take a look at. I have also attached a couple of pictures so you can see what this hitch looks like once installed.
If you are planning on towing a trailer with brakes, you will also need a 7-way wiring harness item # 118247, a brake controller item # 90195, and a ball mount kit item # C45534.
