According to my contact at Thule, the mounting hardware that came with the Thule Summit cargo box was designed to fit round, square and most factory installed crossbars. As long as the crossbars on your 2013 Ford Explorer are not wider than 3-5/8 inches, then you should have no problem mounting the cargo box to your roof rack.
The mounting hardware that came with the Summit cargo box is adjustable, so you will want to be sure you are using the outer most holes on the brackets (see photo). If you need replacement hardware, you can use the QM3 Quick Mount Hardware, # TH04997, that you referenced.
