I recommend using the Roadmaster Spare Tire Carrier # RM-195125 on your 2022 Keystone Cougar Half-Ton 29RLI 5th wheel. The CE Smith Offset Spare Trailer Tire Carrier # CE27310G you found is designed to mount to A-Frame style trailers and will only allow for up to a 5 on 4-3/4" bolt pattern. Your Cougar uses a 6 on 5-1/2" bolt pattern and there is not an exposed frame like on travel trailers. I see that your Cougar comes with a 2" receiver from the factory which will allow you to use the Roadmaster carrier. This will also help to place the weight at the rear of your 5th wheel keeping your tongue weight down if you are towing with a 1/2 ton truck.
I recommend using the Adco Spare Tire Cover # 290-1735 to protect the spare tire from UV and weather damage.
The Karrier ST225/75R15 Radial Tire with 15" White Spoke Wheel # AM32680 is the same load range E tire size used on your Cougar. This will make for a great spare as the tire includes a 5 year warranty.
