Question:
I am looking for a spacer or adapter that will allow me to use a 2” ball be used in the 2 5/16 hole in my tow bar.

Sounds like you are looking for an adapter like the part # 58184 which fits a 1-1/4 inch diameter hitch ball hole and sleeves it down to a 1 inch hole.
