Will Trailer Wiring For A 2017 Toyota Sienna Drain My Battery When Not In Use

Does the control unit on the C56261 need power at all times, even when a trailers wiring is not connected to the harness? When not towing a trailer I would like to ensure the C56261 has no chance of slowly draining the battery. Could I install a switch on the power line and keep the switch off unless towing a trailer?

No, The Curt T-Connector Vehicle Wiring Harness # C56261 on your 2017 Toyota Sienna will not drain the battery if the 4-way connector isn't powering anything.
With that being said if you do not drive the vehicle for a few weeks there is a good change that battery would be drained especially in the colder weather coming ahead.
You can use a Maintenance Charger # CTEK56353 if you're going to park it. This will help keep your battery charged if you plan on sitting the vehicle for an extended period of time.
