How can front set screws get torqued with nylon cover on?

The sets screws that get torqued down for the Andersen Ultimate Connection 5th Wheel Trailer Hitch System with Adapter # AM3200 are the four shown in the picture below. These screws do not come into contact with the nylon cover and will require a 1/4 inch allen wrench to tighten.
The two screws on the side that contact the nylon cover just get tightened until their snug.
