The Bulldog Winch Ratcheting Wheel Tie-Down Strap # BDW20362 is designed to connect to a D-Ring type of connection point so you wouldn't need to install an e-track on your trailer.

For your application I recommend installing the Brophy D-Ring Tie Down Anchor w Backing Plate # RR5K for your anchor points since you want them to be directly in-line with your tires and not offset like your current tie-down anchors. The Brophy kit mentioned above comes with a backing plate and installation hardware plus it's recessed so you'll still have a relatively flat surface on your trailer bed.

Since you already have E-Tracks installed on your trailer you'll want to use the Erickson Tie-Down Kit # EM58523-09162 for 2 straps or the Kit # EM58523-09162-4 for 4 straps. These will anchor on the E-Tracks as opposed to D-Rings like what I mentioned above.
