If you're certain that your trailer brakes are adjusted properly, then you likely have a wiring issue such as a short somewhere.
What you can do is, start by checking the trailer wiring connector on the truck for corrosion. Corrosion can often the culprit of situations such as these.
If there is corrosion on your connector, then clean the connector and check again to see if the problem persists.
Next, if that did not solve your issue, then what you can do is check the wiring on the trailer for any frayed or damaged wiring. You can also use a circuit tester like # PTW2993 to check that you are getting 12V to each assembly. While you're there, you also will need to check the ground connections on each assembly. If there is a loose ground, tighten and check again.
Finally, the last thing you can check for is brake magnets. You're going to need to remove the hub and check to see if there is winding or wear marks on your magnets. If you see any of this, then you're likely going to need to replace your magnets with # BP01-180.
