Question:
I have a travel trailer that has 14 D rated tires presently which I have had 3 blow-outs this season alone. Wish to go to 15 E rated tires with rims Fairly dressy not plain need recommendations as to best choice would need 5. Trailer weighs approx. 10,000 lbs.

For your application I recommend going with the Provider ST225/75R15 Radial Trailer Tire # TR225LRE which has a load range E (2,830 lbs at 80 psi) and a higher speed rating of 81 mph. This tire is backed by a 2-year warranty and multiple positive reviews by our customer base.
Then for a wheel I really like the Aluminum Viking Series Valhalla Trailer Wheel # AX02550545BML which fits with the Contender tire and has a 5 on 4-1/2" bolt pattern which is likely what you're running with your 14" wheels.
It is worth noting that while you can definitely use larger tires, we need to make sure you have 4" of clearance above the tire (to the fender) and then at least 2" of clearance from the sidewall to the frame of your trailer. This tire size has a 28.31" outer diameter and is 8.78" wide.
Attached are some review videos for you to check out. Please note that blow-outs don't always relate to the size/rating of the tire. Sometimes it can relate to the quality of the tire but most of the time it has to do with the maintenance of the tire - meaning what the psi rating is, whether it's stored properly or not, if the speed rating is observed, and if the driver has hit curbs or anything that might eat away at the strength of the tire. As long as you are doing all of these things correctly a tire with good quality should have a lifespan of about 5 years.
