I have a NoBo 19.8 that is 22 1/2 feet long hitch to bumper. Is the Camco cover CAM45741 design for trailers under 24 feet the best size or should I be looking at a cover designed for a smaller travel trailer?

The correct way to measure your No Boundaries 19.8 Travel Trailer is from the rear bumper to the front of the trailer body, not including the trailer tongue. I've attached a little diagram below to help you measure your trailer.
Since you said your total length is 22-1/2' you'll probably be closer to 20' in length and need the etrailer RV Storage Cover for Travel Trailers # e84VV. This cover fits trailers 18' - 20' in length.
If you end up being over 20' then you'll want the etrailer RV Storage Cover for Travel Trailers # e24VV, which is designed for trailers 20' - 22' in length.
