Where Do The Reese Overload Brackets Get Installed On A 2006 Dodge Ram 3500

Do the overload brackets get installed on the inside our outside of the frame on a 2006 dodge ram 3500 Laramie? Also do I need to drill through the frame and make holes I dont seem to have any exciting holes

The overload brackets of the Reese Semi-Custom Base Rail and Installation Kit for 5th Wheel Trailer Hitches - Dodge Ram # RP30035-186 will be installed on the inside of the frame rails. Drilling will be required with this installation but there are very specific instructions for drilling, which I've attached below.
