On the F142201 is the ratchet intended/designed to be used as a brake for the wench, especially when using it winch to lift a load vertically eight feet with the load being 400 pounds?

Yes, the ratchet pawl severs as the brake on the Fulton Single Speed Trailer Winch part # F142201 which is why it is made of a thicker steel. The ratchet pawl will engage automatically once you stop turning the handle but you do want to wait for this before you let go per the manual.
