It really depends on what style of bike rack you purchase. If you are talking about using women's bike on the Malone Hanger # MPG2139 you looked at, you do need that bike frame adapter bar # 64005. This adapter provides the frame with a straight, horizontal plane that allows you to attach the bike to the arms of the Hanger. I went ahead and attached a video that shows how the adapter bar works.

Some styles of racks that don't require a bike frame adapter bar is by a roof-mounted rack like the Yakima HighRoad # Y75FR or a wheel-mounted hitch rack like the Thule T2 Pro XTR # TH83JV.
