I am mounting a set of safety struts to the travel trailer bumper with the intention of carrying a double dirt bike rack 76LBS and 2 dirt bikes with total bike weight of 270lbs and total total weight of 350lbs. I understand 400 lbs is the limit but wanted to check? thanks

Yes that's correct!
As long as the load is evenly distributed the Mount-n-Lock SafetyStruts Standard RV Bumper Support Brackets # MO22FR will accommodate up to 400lbs, and will fit bumpers that are 4" to 4-1/2".
Additionally, bumper weight capacities will vary from manufacturer to manufacturer. To ensure you're being safe and not overloading your bumper, please be sure to verify the weight capacity of your bumper with the manufacturer prior to loading.
