Are the bolts supposed to be lose on them nuts are right on the bolts but bolts lose on caliber??

The Disc Brake Caliper For Dexter 10K & 12K Hydraulic Disc Brakes # BP18-045 does not come with any hardware, they mount to the caliper mounting bracket using the Replacement Caliper Retaining Should Bolt # BP18-105. The bolt threads into the caliper, there are no nuts needed. The bolts should not be tightened.
