I am using a Tekonsha Prodigy P3 controller on my 2004 2500 HD Silverado. Should the brake controller be set to electric or hydraulic when pulling my boat trailer equipped with electric over hydraulic brakes?

Yes, you will want to put your Prodigy P3 Brake Controller # 90195 into electric over hydraulic mode in order to tow your boat trailer with an electric over hydraulic actuator like the Titan BrakeRite EHB # T4813102.
I attached a picture I took from the instructions for the P3 that show how to put it into EOH mode.
