Does this include the hardware to mount the piece to the rack or just the loop? I.E. does it include the plactic shims, nut, bolt and plactic knob?

SportRack Replacement Wheel Loop, # 05004800000, is a complete assembly and includes everything you see in the picture. You will be able to slip it on, tighten it down, and be ready to go. Should you ever need a replacement right side it is # 05004700000.
