Why is Rubber Plug Remove From Vehicle Frame for Hitch Install on 2022 Subaru Outback Wagon

Question:
I want to install an Curt C67JR on my 2022 Outback. So I watched the install video of Curt. At 12:09 on video, he shows removing 2 rubber plugs from inside framework where the hitch will slide into place. What are these for? What are they holding in place? It appears he never replaced them - probably cannot, after install, but my concern is that Subaru must have had a purpose for these...what happens when they are removed? 2nd question - he shows using fish tape to place a bolt from underneath on each side. Does the fish tape come with the hitch kit, or do I need to buy that separately? Thanks. I bought the Draw-tite for my 2019 Outback, and installed from watching your video w/o a problem.

The rubber plugs that were removed to install the Curt Trailer Hitch Receiver # C67JR were there to just keep water out. You remove them to install the hitch but since there are plates on the hitch that fit over those holes you don't have to worry about water or debris getting inside the frame.
Fishwire is normally provided with the hitch, yes, but since the etrailer hitch doesn't need the fishwire it won't come with the hitch.
