Will this shank 3215 allow 3 1/2 w/ a round bar ball mount? Is the 6 7/8 in the description the max? What is the minimum for round bar mount? Thanks

The minimum drop is 4-1/2 inches, the maximum is 6-7/8 inches and it adjusts by 1-1/4 inch increments. Since you need a drop of 3-1/2 inches, # RP3215 is not the best option for your application.
Part # AMAC1 has a maximum drop of 3-3/8 inches which is close enough to 3-1/2 inches. It has a maximum tongue weight capacity of 2,000 pounds and maximum trailer weight of 10,000 pounds.
If you have a heavier trailer weight, you can use part # RP54977. It has a minimum drop of 3-1/4 inches which is close enough to your 3-1/2 inches. It has a higher trailer weight capacity of 14,000 pounds and maximum tongue weight of 1,700 pounds.
