Can I use a class 3 lock hitch pin for a class 1 and 2 class hitch

You cannot. A Class I or II hitch needs a 1/2 inch diameter hitch pin, while a Class III hitch uses a 5/8 inch diameter pin. For a 1/2 inch hitch pin, use # PC2. A locking version would be part # e98879.
