Yes, the Buyers Products Trailer Hand Winch - 800 lbs # 337HW800S has a ratchet and free spool function. The linked video will display how it operates.
I do however recommend looking at the Dutton-Lainson Hand Winch - TUFFPLATE Finish - Single Speed - 1,100 lbs # DL15103. They are better built and will last long. It does not come with a strap though and you will need to get one if you wish to go with this product.
The two I prefer are the Winch Strap with Hook - 2" x 15' - 2,600 lbs # DL6148 and the Hand Winch Strap with Safety Hook, 2" Wide x 20' Long - 4,000 lbs # DL24242.
