What should the bolts for this hitch be torqued to?

I went ahead and contacted my tech at Torklift (the makers of EcoHitch) about the # EH97FR, and he confirmed that all M12 hardware will be torqued to 70 ft/lbs and all 1/4" hardware will be torqued to 8 ft/lbs. I went ahead and attached the step of the instruction manual that explains these specs. A Torque Wrench # PTW3001C would be the type that you would need to achieve that rating.
This hitch is confirmed to fit your 2021 Toyota RAV4. I also went ahead and attached an installation video to walk you through the process.
