It sounds like you are asking about the capacity of the Dexstar Vintage Steel Wheel w/ +5 mm Offset - 13" x 4-1/2" Rim - 4 on 9.44 - Silver # AM20208. These wheels have a load rating of 1,315 lbs.
For your axle capacity, I recommend checking for an axle tag to see what the capacity is. If you are unable to find it listed on the axle tag, see if you can find the serial number. The axle manufacturer should be able to identify the axle if you can give them a serial number or part number.
If you can't find any kind of identification on the axle, you can measure the diameter. Here are the typical axle diameters based on axle capacity:
1,000-lb - 2,000-lb Axles: 1-1/2" - 1-3/4" diameter
3,500-lb Axles: 2-3/8" diameter (can have a 3-1/2" diameter, but rarely)
6,000-lb - 7,200-lb Axles: 3" diameter
8,000-lb Axles: 3-1/2" diameter
9,000-lb Axles: 4" diameter
10,000+ lb axles: 5" diameter
