The GearSpace 34 Enclosed Cargo Carrier # HGK826 that you referenced actually has locks built into the enclosure to keep the contents of it secure so you would not need to purchase any additional locks.
If you wanted to lock the carrier to the hitch you'd just need the part # ACC3250 and you'd be set.
