Which hitch is better for my 2021 subaru forester the e83ZR or the C13409?

The etrailer Trailer Hitch Receiver - Custom Fit - Matte Black Finish - Class III - 2" # e83ZR and the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13409 are essentially the same hitch with the only difference being the paint and the price point. The # e83ZR has a matte black powder coating which will better match any black trim on your 2021 Subaru Forester and will hide any scratches better than the gloss black powder coating on the # C13409.
Both of these hitches have the same weight capacities and are both made in the US and feature a bolt-on design so you won't have to weld these hitches to your frame. Neither are rated for use with a weight distribution system.
Of the two I would personally go with the # e83ZR just for the matte black paint to hide any scratches and keep the hitch looking nice.
For a ball mount kit I recommend the etrailer Ball Mount Kit for 2" Hitches - 7,500lbs # 989900. It's a great starter kit with a 1-7/8" hitch ball and 2" hitch ball. The shanks will provide a drop of 2" or 4" and a rise of 1" or 3" to keep your trailer level while towing.
If you don't already have a 4-pole flat connector then I recommend the Hopkins Plug-In Simple Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # HM11143865. This custom-fit T-connector plugs into your vehicle's wiring harness, which is located in your rear cargo area, either behind the driver's-side trim panel or in the spare tire compartment. You can mount the 4-pole connector to your hitch with the Mounting Bracket 4-Pole Flat # 18144.
