To use a offset ball on your 2017 Ram 2500 short bed, the only gooseneck hitch that will work is the B&W Turnoverball Underbed Gooseneck Trailer Hitch # BWGNRK1384. Both the Curt # C60614 and Draw-Tite # 9467 that fit your Ram use a gooseneck ball that can spin freely inside the hitch.
For the B&W Turnover you can use the 4" Offset Ball # BWGNXA4085 to gain the additional turning clearance that you are looking for.
