I need a leaf spring for my boat trailer, but the eye to eye measurement is 21 3/8 can you help?

We have a 21 inch long Dexter trailer leaf spring with part # 072-017-00 which would work great for you assuming the axle capacity matches what this was designed for. This leaf spring is for 2,000 lb trailer axles.
As leaf springs break in/wear out they tend to stretch so yours being 21-3/8 inch would match great with this new spring that is 21 inches.
