Press the button and it starts to extend and then stops. After a short time it starts working again. Then it stops again.it will eventually go all the way down. Same thing happens when putting up.

It is definitely odd that your jack is only doing this some of the time. Before getting too far into it, I highly suggest checking all the grounds as if one went bad, it can cause any number of weird things to happen.
If your grounds all look good, you will need to check the screw that turns and makes the legs rise and lower. If this is getting bound up on something, it could be the issue. I would check to make sure there isn't anything stuck anywhere and clean it if there is. I also suggest checking your pivot points to also make sure they are not binding up on anything. It also doesn't hurt to grease them even if they are clean, just for good measure.
Once the mechanical side is confirmed to be good, clean, and greased, you will need to move to the electrical side. You can use something like the Draw-Tite Circuit Tester # PTW2993 to test the power going through the switch and circuit breaker. If either of these are acting weird, they can be replaced with the Switch # LC387874 and Breaker # LC134181.
If these test good, then the problem will end up being the motor. We do have a replacement for this and the # LC352338 will be a direct replacement.
