That would be entirely up to your discretion. The linked installation instructions for the Curt # C11555 include a diagram outlining exactly where the panel needs to be trimmed, but if you wish you could certainly simply remove the panel and not re-install it. The panel makes the vehicle slightly more aerodynamic, but we're talking by a tiny amount. Not all models of the CR-V have the panel, so leaving it off wouldn't be a big deal.
If you'll be using the hitch for some light duty towing, you'll also need a trailer wiring harness like part # C56158, a ball mount like part # 36051 and # 19256 for a 1-7/8 inch or # 19258 for a 2 inch trailer ball.
