I have a q20 but would like to switch head to q25 are the legs compatible

Yes, the Curt Q20 legs, like item # C16904, do fit with the Replacement Head Unit for Curt Q25 5th Wheel Trailer Hitch item # C16565. The bolt holes line up and the legs are the same height. You will decrease the hitch's capacity to 20,000 pounds though.
