What is the distance between the center point of the front rail and the rear rail? Is the distance adjustable? Thanks!

Industry standard 5th wheel rails like the Curt # C16429-204 will be spaced 22 inches apart, center on center. These rails are not adjustable and I'm not aware of any base rails that are; if you've got a hitch that doesn't mount to industry standard rails then you may need a custom application for that hitch.

Yes you are - all 5th wheel hitches are going to require some type of rails in order to be used. So you'd need #DM8552016-71 for your 2006 Dodge Ram.
