Will this trailer hitch mount up on my subaru wrx 2012 sedan? will the hitch fit in the cut out in the rear bumper? what wiring will i need for my car?

When installed, the Curt # C11317 receiver tube would sit right under the bottom edge of the rear bumper fascia. It would not use the cutout in the bumper cover.
We do offer a hitch that would install in that manner, though. The EcoHitch # 306-X7279 would indeed install so that the receiver would fit through the cutout you describe. The hitch also includes a magnetic cover that would conceal the receiver opening when the hitch isn't being used.
For a trailer wiring harness, you'll want to use # 56061 Curt T-Connector that would install inline between the vehicle taillight wiring harnesses and the taillight assemblies.
