the 12-1/4inch is the id of the drum, so is the 5inch the width of the drum on outside?

The Replacement Magnet for Dexter 12-1/4" x 5" Electric Brake Assemblies # BP01-306 you were looking at are for brake assemblies that are 12-1/4" in diameter, and 5" deep measure on the inside of the drum.
You can measure your current drums to confirm this following the included diagram.
