With the 2006 Scion xB having a maximum tongue weight capacity of 200 pounds, I am going to suggest a different option to pull the Pronto M91 electric wheelchair.
You will need to start the same way with a trailer hitch, like the Curt # C11487, but you will need a few more parts to complete this set up. From here you will need a ball mount, like # C45521, a pin/clip to keep it in the hitch, # F-4, and a 2" ball, # A-82, to install in the ball mount. You will also need a wiring harness, like the Curt # C56030. This will plug directly in behind the tail lights and will require no cutting or splicing to get installed. This will get the lights working on my next suggestion as well.
Lastly, the Detail K2 Mighty Multi Utility Trailer - 6' Long - 1,295 lbs # K2MMT4X6 would attach to all the previous parts and the Pronto M91 can be easily loaded onto it. This will also fold up when not in use, making storage much less of an issue.
