Question:
A couple questions... 1 Are the chains required to hang perfectly plumb or is there so wiggle room to the 29inch dimension from center of coupler? I may have issues with brackets for Propane tank and battery 2 What is the width of the brackets that attaches to camper frame?

According to Blue Ox, in order to achieve the proper weight distribution performance, the chain hanger bracket would need to be installed no more than 1 inch fore or aft of plumb.
The portion of the frame bracket that passes over the top of the frame member measures 4 inches in width. At its widest point, the portion of the bracket that abuts the side of the frame member is 5-3/4 inches.
Blue Ox does offer a separately-available under-mount lift bracket as part # BXW4020. The bracket sits atop the frame member, but doesn't wrap all the way around, which might work for your application.
