These 4 jacks I purchased are attached with 3 bolts each. Is there any product that locks or secures them so that they cannot be easily stolen?

Since we don't currently carry Rieco-Titan brand products you would need to refer to the manufacturer for any sort of locks to prevent them from being stolen.
The TorkLift GlowStep Camper Scissor Steps - 4 Steps - Aluminum - 20" Wide - 375lbs Item # TLA7804 that you linked to into your question does however have a lock to prevent it from being stolen. The Pin Lock for TorkLift GlowStep Scissor Steps # TLA7509 will replace one of pins that holds the steps to the mounting bracket allowing you to lock the steps in place.
