can a class 1 hitch be adapted to accommodate a class 2 lift for a power chair? 2011 ford fusion

A class I and II hitch both use the same 1-1/4 inch receiver, but the Class I hitch tongue weight capacity (which is the maximum amount of weight that can safely be suspended from the hitch) is limited to 200 lbs, which includes the weight of the chair and the carrier you're using. No adapter would increase that capacity.

If your carrier and the chair's combined weight is less than 200 lbs, you could use a Class I hitch like the Curt # C11390 to carry it, assuming the carrier is compatible with a 1-1/4 inch hitch receiver.

If the chair/carrier weighs more than that, you'll either need a different vehicle to carry the chair or a small trailer like # K2MMT4X6. If you'd like to go that route, you'll also need a trailer wiring harness like # 118422, a ball mount like # C45521, a # PC2 hitch pin. For a 1-7/8 inch ball, use # A-80 or # A-82 for a 1-7/8 inch ball.
