Can I turn the jack 90 degrees so that I can open my tailgate when I am hitched to the camper?

You can rotate the Lippert Electric Trailer Jack with Footplate # LC285318 but the jack is only capable of turning 120 degrees in either direction. Remember that there is a light on the jack that will also no longer shine in the correct direction.
A better option would be to use a longer ball mount or drop shank if using a weight distribution hitch. These will move the ball for the trailer further from your truck so that you will be able to use the jack in its current position.
The Curt Class III Drawbar # C45270 is 13" long from the center of the receiver pin hole to the center of the ball mount hole. This will typically provide an extra 4-5" of clearance from most ball mounts. You can measure your ball mount to see how much clearance you will gain.
The Equal-i-zer Weight Dist Shank # EQ90-02-4500 is 14" long from receiver center pin to bolt holes for weight distribution shank. This will fit most weight distribution hitches but if you let me know which hitch that you have I can let you know if it will work or you need a different shank.
