Question:
I would mostly be carrying 1 bike and it is hard for me to lift it over the center mast to the holder closest to the car. Is it ok to put 1 bike on the outside holder?

When loading just one bike on the Hollywood Racks Destination Bike Rack for 2 Bikes # HLY94FR, you should technically put it on the inside wheel tray closest to the vehicle to avoid bouncing and unneeded stress on the bike rack and hitch. However, you would likely be fine doing this as long as the bike is under the 35lb weight capacity. The Destination does have the ability to fold down the center upright arm. Depending on your bike design, you may or may not have room to use this feature when loading or unloading your bike.
A bike rack that may better suit you is the Curt 2 Bike Platform Rack - 1-1/4" and 2" Hitches - Frame Mount # C18085. This has a center upright arm that can fold back, allowing full access to the front bike tray for easy loading. Then you can simply swing the bar back up into place and secure your bike. This would allow you to load the single bike in its intended front slot to avoid bouncing or added stress to the rack or hitch. I attached a demonstration video for you.
